Population boom blamed on women?

History remembers today as the day that the Women's Rights took its roots.  In 1848, in a convention, women came together to talk about property rights, relationships and suffrage. (see related post)

However, an article written by Desiree Caluza tells about the burden of the population being blamed on women.

According to Gabriela Rep. Luzviminda Ilagan, “If a woman refuses to have sex with her husband, bugbugan blues na iyan (physical abuse comes next). The reproductive health of a woman should always be considered. She cannot give birth [without proper spacing] because her health will suffer. The burden of fertility management always falls on the women,”
